According to the website of the Ministry of Transport, the Measures for the Administration of the Express Delivery Market (Order No. 22 2023 of the Ministry of Transport of the People's Republic of China), which was adopted at the 28th Ministerial Meeting on December 8, 2023, will come into effect on March 1, 2024. Article 28 of which stipulates that enterprises operating express business shall not confirm the receipt of express parcels on behalf of users without their consent, and shall not arbitrarily deliver express parcels to intelligent express boxes, express service stations and other express end service facilities. Violators will be fined up to 30,000 Chinese Yuan.
